Bylaw of the Center of Environmental Protection and Safety, National Central University

Article 1:

According to “The essentials of the establishment of environmental protection committees in educational administrative organizations, educational institutions of all levels, and relative auxiliary organizations” of the Ministry of Education, we establish this bylaw, with the intention of promoting the safety, health, environmental protection, and disaster prevention and management on campus.

Article 2:

The main assignments of this center are listed as follows:

  1. The planning, propagation, recommendation, supervision of the prevention of occupational disasters, and relative emergency measures.
  2. The planning, propagation, recommendation, supervision of air / water pollution prevention and management of radioactive chemicals.
  3. The planning, propagation, recommendation, supervision of fire safety equipments and measures of the campus.
  4. The planning, propagation, recommendation, supervision of safety / health facilities and measures of laboratories and training factories on campus.
  5. The health control of university employees and students and the coordination of the hygiene of public drinking water in university.
  6. The propagation, educational training and safety drills of occupational safety / health, environmental protection, and fire safety related matters.
  7. Other related matters on management of safety / health, environmental protection, fire safety and disaster prevention recommended by authorities.

Article 3:

The center is discriminated into following sections according to occupational activities and items:

  1. Section of Environmental Protection
  2. Section of Occupational Safety and Health
  3. Section of Fire Prevention and Safety

Article 4:

The Section of Environmental Protection is in charge of:

  1. Establishing safety / health management policy and occupational disaster prevention plan of the campus.
  2. The planning and supervision of every unit, department, college and center in the indication of dangerous items, measurement of operating environments, management of dangerous machinery and equipment.
  3. The conduction of school-wide safety / health educational training and health examinations.
  4. Providing assistance for laboratories and training factories of every unit to build up automatic inspecting systems.
  5. Providing assistance and advice for laboratories and training factories of every unit to carry out occupational safety assays, and to draft procedure plans of standard operations.
  6. Providing information on management of safety and health for the President and laboratories and training factories of every unit.
  7. Other related items in the planning, examination, and supervision on the management of safety and health.

Article 5:

The Section of Occupational Safety and Health is in charge of:

  1. The planning, verification, propagation, recommendation, supervision of prevention against campus air pollution.
  2. The planning, verification, propagation, recommendation, supervision of campus water pollution.
  3. The management and supervision of toxic and radioactive chemicals on the campus.
  4. The management and supervision of waste material handling on the campus.
  5. The planning and supervision of other related matters in campus environmental protection and pollution prevention.

Article 6:

The Section of Fire Prevention and Safety is in charge of:

  1. The supervision of regular checkup and maintenance of campus fire safety equipment.
  2. The drafting, review, and modification of campus fire safety plans.
  3. The announcement of accidents, and the training in fire-fighting and refuge seeking.
  4. Providing assistance on the establishment of independent inspection and management of fire safety equipment.
  5. Providing assistance on the establishment of protection plans for fire accidents and natural calamities.
  6. Other related items on the management of fire prevention and calamity protection.

Article 7:

The personnel placement of the center is described as follows:

  1. Director of the center. The position is to be served by a professor, whom is appointed by the President, and is in charge of arrangement of all professional practices and items of the center.
  2. Chief of each section. Each is to be recommended by the Director of the center to the President, according to professional personnel of each domain at current positions.
  3. The center is permitted to set up a certain amount of technicians and administration personnel in accordance to the requirement of occupational practices. Technicians should conform the qualification according to related laws and license regulations. 

Article 8:

With the presupposition of no faults in the range of individual authority powers, the staff of all levels under the center, when undergoing matters involving responsibilities of illegality, indemnity, or penalty, is to be treated and settled out as matters of the university.

Article 9:

The center is permitted to adjust the occupational contents of each section in accordance to the actual placement of personnel and the approved annual budget.

Article 10:

The center is permitted to conclude operational controlling measures in accordance to different requirements of professional practices.

Article 11:

Part of the occupational activities of the center was formerly handled by other units of the school; therefore, those units have the duty to provide necessary support, and assist the implementation of professional practices involving environmental safety and health.

Article 12:

Each unit, at the end of the year, is to fill in an unified annual questionnaire of the achievements in the implementation of safety and health. The unit also has to enclose the recorded references carried out by each unit, which provides convenience for the center to assign professional examination personnel.

Article 13:

This bylaw is to be applied after approval of administrative meeting of the university, and ratification of the Ministry of Education. Revision of the measure is to undergo the same procedures.
