The streets are full of cars and motorcycle and the sidewalks are full of vender boothes and motorcycles too. It's never a pleasant experience to walk on Taipei streets. You have to walk across dangerous cross-roads and be cautious of taxies. Paris also has a very convenient public transportation system, Metro, so that citizens do not need to drive car in the city. Finally Taipei has public transportation system too and actually the bus privileged lane do improve the bus services. Yet, the roads are still dominated by cars. That is not so easy to improve.
